Position Summary:
Pfizer Inc., a multi-national research based biopharmaceutical company with global headquarter in New York, and substantial sales and manufacturing operations in China, has a contract position open for a site based engineering project manager in Suzhou. The position is to support the Project Director in Suzhou and his project team to manage the construction of a new oral solid dosage manufacturing plant in Suzhou. The Suzhou construction site mobilization will start in July 2015, and is expected to complete OQ (operational qualification) in mid-2017. The project is under the direct leadership of the Project Director and over-arching oversight of the Project Steering Committee (with committee membership from Pfizer Corporate in the US and from the Suzhou site).
Key Responsibilities
• Report to Project Director.
• The Design Manager, reporting to the Project Director, is responsible for project design, equipment specifications and procurement, and coordination with end users. Site Project Manager will partner with Design Manager, and together, will provide hands on day to day project management covering all aspects of the project.
• A construction management company is being contracted to provide construction management services. Its scope includes site management, permitting, contractor procurement, construction management, equipment procurement, delivery, installation and qualification, schedule management, cost management and construction safety management. Site Project Manager will be fully responsible for the performance of the construction management company.
• Be responsible for engaging Pfizer subject matter experts within the Pfizer global community to ensure the project aligns with Pfizer systems, processes and best practices for project design and execution.
• Be responsible for assisting Project Director in communication and reporting with Project Steering Committee, Project Sponsor Team and other Pfizer center functions.
• Be responsible for taking over from the Construction Management Company at the end of Operational Qualification, and for completing all handover details to complete the Construction Management contract.
• Site Project Manager term is expected to end in 4th quarter 2017 when all construction and equipment contracts are properly closed out, all governmental construction acceptance processes are complete, final cost accounting is complete, and all relevant project documents are handed over to the site. There is no guarantee for extension or transfer into other role.
Qualifications:
•BS degree in Engineering minimum.
• 10+ years experience in pharmaceutical engineering project management.
• 5+ years experience in oral solid dosage projects and/or operations preferred.•5+ years experience in construction management, with 2+ years experience working with international construction management company.
• 3+ years experience liaising with overseas headquarter stakeholders on engineering projects.
• Excellent communication and presentation skill, both verbal and written.
• Excellent contract management skill.
• Excellent Mandarin and English language.
